As you're probably learning fairly quickly, the photographer is one of the more costly wedding expenses. If you're working to a tight budget, there is an alternative that you may not have considered - the photographer from your newspaper!
This is also a great idea if you are interested in editorial and candid style photography. These professionals are experts at this genre, so it doesn't hurt to give it a shot.
Ring the newspaper and ask to speak to the Pictures Department. Feel out whether this is a possibility, and then discuss which photographer would be best. Alternatively, start picking up the newspaper a bit more often, and pay attention the photo credits of the shots you like best. Then contact that photographer directly and ask if they freelance or take on commissioned work.
Meet with them, and if they are interested, work out a price and package that works for you both.
